What Does the “Safe Pet Cosmetics” Certificate Mean?

Elevated Safety and Quality Standards

Because there is currently no dedicated legislation for pet cosmetics in the EU, the purpose of the Safe Pet Cosmetics standard is to ensure that these products are verified and certified according to criteria that are comparable to those required for human cosmetic products. This includes more rigorous controls over ingredients, manufacturing processes, and finished products.

Independent Review and Inspection

The certificate is issued by Bureau Veritas Italia, an accredited body authorized to certify compliance with the Safe Pet Cosmetics standard. Verification includes professional assessment, scheduled and unscheduled inspections, and accountability requirements for the manufacturer, ensuring a high level of confidence in product safety.

Emphasis on Animal Health and Welfare

The program goes beyond basic legal requirements and promotes a culture of safe, ethical approaches to pet care products. This means products are designed to protect the skin and coat, be suitable for use on animals, and respect the specific needs of different species.

Note on EU Regulations

To clarify the legal context:

EU cosmetics legislation (Regulation (EC) No. 1223/2009) applies only to products intended for human use; it does not cover products intended exclusively for use on animals.

Pet grooming products are not automatically classified as detergents either, even if they contain cleansing ingredients; EU detergent regulations apply to products marketed primarily as cleaning agents for fabrics, dishes, or surfaces.

In practice, pet grooming and care products fall under general product safety requirements and chemical regulations (such as REACH and CLP), which ensure products placed on the market are safe but do not impose the specific form of cosmetic oversight that human products receive.

Because of this regulatory context, voluntary certification programs like Safe Pet Cosmetics are especially valuable in helping guarantee high levels of safety and quality that go beyond the minimum legal requirements.
